change our mind about having dir information

Jan 05 01:16:57.825 [notice] I learned some more directory information, but not enough to build a circuit.

When we haven't been running for a while, it seems we read in our cached stuff, there's enough so we're happy with it, then we look more carefully and realize we should discard much of it, then there's not enough so we're not happy with it.

So we should check what to discard before we declare happiness.
