Startup speed regression with 0.1.2.x?

A few people have reported that 0.1.2.5-alpha takes longer to download all its directory info and build a circuit (especially on modems) than does 0.1.1.26. We should look into that.

(Possibly this is a "0.1.2.5-alpha startup was really slow, so I tried 0.1.1.26, which noticed I had all my directory info, so everything went fast!" problem. Possibly this is a continuation of the "tor_mmap_file is broken on win32" problem that we supposedly fixed in 0.1.2.5-alpha.) More info is needed.
