hs-v2: Add a deprecation warning

We've entered deprecation path for v2: https://lists.torproject.org/pipermail/tor-dev/2020-June/014365.html

0.4.4.x series should be the first version to warn of deprecation.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
