Dirauths still using excessive bandwidth as of July 2020
I noticed that most Tor directory authority nodes are still using high levels of bandwidth.

The only unaffected dirauth I know of is Serge and tor26.
I am thinking we should eliminate the DirPort and go microdesc-only, and serve the full descriptors through another server.
Another more-feasible idea I thought of later is to aggressively rate-limit the DirPort.
But other ideas are welcome as well. We shouldn't break everybody.
