Rebuild fallbackdir list 2020

We ran the call for action: fallback-scripts#30971 (closed)

This ticket is to merge the new list in fallback_dirs.inc

This needs to be backported down to 035.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
