sandbox is broken in 0.4.4.3-alpha

commit d28bfb2c of issue #40020 (closed) doesn't work here at a hardened stable Gentoo Linux - the error is

Jul 27 15:28:29.000 [warn] Directory /var/lib/tor/data cannot be read: Operation not permitted
Jul 27 15:28:29.000 [err] Can't create/check datadirectory /var/lib/tor/data
Jul 27 15:28:29.000 [err] Error initializing keys; exiting

reverting it circumvents the issue here.
