Onion service rendezvous cell statistics don't count client->service traffic.

While working on #23126 (closed) we found that v2 rendezvous cell stats don't count client->service traffic.

The patch is pretty simple, but will probably influence the shape of the graphs at https://metrics.torproject.org/hidserv-rend-relayed-cells.html .
