tor-gencert manpage has two AUTHOR[S] stanzas

At the bottom of "man tor-gencert" it says

AUTHORS
           Roger Dingledine <arma@mit.edu>, Nick Mathewson <nickm@alum.mit.edu>.

AUTHOR
       Nick Mathewson
           Author.

which looks like somebody mangled the input asciidoc, but actually the asciidoc only has one author section at the bottom.

I think it comes from the line toward the top of the tor-gencert.1.txt file, where it says

tor-gencert(1)
==============
Nick Mathewson

If you remove the "Nick Mathewson" line, then regenerate the man page, we resume having only an AUTHORS section.

The bug went in during the conversion to asciidoc, in early 2010, back in 0.2.2.9-alpha.

I'm actually fine with removing the AUTHORS stanza at the end and just saying that Nick is the author here. I don't remember who wrote which but he probably wrote most of it. In fact, I'd suggest doing that, except then you have the weird "AUTHOR Author." behavior and that doesn't seem fun or worthwhile to track down and fix. :)
