O3.1: Evaluate performance improvements presented in research literature.

Use calibrated network simulators we refined under Objective 1.2 to evaluate congestion control options to pick the implementation with the highest impact on our performance metrics. We will concurrently do the same with Conflux traffic splitting. Specific technical details on how these simulated evaluations will be conducted, including the candidate algorithms and parameters involved, are available in Tor Proposal 324.
