Circumvent download speed throttling

For some unknown reasons, my ISP is throttling my download speed for overseas connections. It may or may not be due to censorship. From my local news, the gov is experimenting with DNS blocking.

The download speed drops down to <56KB/s when using Tor with or without obfs4 / meek-azure bridges, rendering Tor unusable. The upload speed is fine though. It is ~200-300KB/s which is OKish for Tor.

I have done some tests with https://librespeed.org/ The test result shows that the download speed is ~0.5MB/s (~0.3-0.7MB/s) when connected to most servers. There is an outlier however. When I connect to Italy (Consortium GARR) server, the download speed goes up to ~2-3MB/s which is very good.

Do Consortium GARR run obfs4 bridges in Italy? If so, can you send me some? I can send you my PGP key later. Thank you.
