Note removal of v2 onion support in 0.4.6.1-alpha changelog

The changelog for 0.4.6.1-alpha forgot to mention the removal of support for v2 onion services in #40266 (closed). Though we usually don't "go back and edit", we should correct it in this case, since it's a major point that will create confusion in the future.
