prop328: Expose overload metrics on the MetricsPort

The second part of prop328 is to expose those metrics on the MetricsPort so when our health team notices an overload, we can then go on and ask the operator for more fine grained details.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
