Remove unused NEED_SKEY_1024 from directory parser

As of Tor 0.4.6 we no longer have to parse any directory documents that include private keys. Let's remove the facility for doing so entirely, especially since it has caused trouble in the past (TROVE-2017-011, TROVE-2020-002).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
