Get rid of RendPostPeriod

This config option only applies to v2 onion services which don't exist anymore in Tor 0.4.6+. We should rip it out of the code and the man page.

Note that we still use RendPostPeriod in the OOM handler code in hs_cache_handle_oom() and that is probably a bug.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
