doc: Update the ReleasingTor.md file with new CI pipeline procedure

Procedure has changed quite a bit with the CI release pipeline and so I would like to update the file because there are other details as well that changed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
