Remove DNS timeout from overload general

Related to our investigation in:

This is also tied to #40312 (closed) which will lower the Tor DNS timeout from 5 seconds to 1 seconds.

This needs to be backported to 0.4.6 because it is creating a lot of confusion for relay operators and inaccurate warnings.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
