New 045 and 046 releases with geoip and fallbackdir

It appears that the latest 045 (0.4.5.11) and 046 (0.4.6.9) failed to have the GeoIP and fallbackdir changes merged to them.

This was reported by @syphyr in !520 (closed) from which we discovered that we likely failed to merge forward those changes and instead we likely only ran the git merge -s ours command leading to taking the history but not the changes.

Note that the -s ours is done at the step of version bump of each branch.

This will require us to do two new releases.
