Update IPFire database to August 9th, 2022

IPFire informed us on August 12th that databases generated after (including) August 10th did not have proper ARIN network allocations.

I'm working on an emergency release containing the August 9th, 2022 database as recommended by IPFire people.

Making this ticket for a trace and so the changes file is happy.
