Allow setting DirPortFrontPage with DirCache 0

relay meetup follow up:

Currently it is not possible to set DirCache 0 on a relay that has set DirPort.

DirPort configured but DirCache disabled. DirPort requires DirCache.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
