Directory authorities log a report for votes they published, but not failures
Summary
We had an issue where most or maybe even all dirauths did not publish their vote to one of the dirauths due to a misconfigured IP address. This did not lead to any easily discoverable log message, as only successfully posted logs lead to a notice-level log. It would be great to log warnings for every vote post that fails.
What is the current bug behavior?
The notice level log for success looks like this:
[notice] Uploaded my vote to dirserver <IP>
What is the expected behavior?
We should have a [warn] about failing to upload a vote to a dirserver.
