Tor connecting to random guard node IP addresses despite EntryNodes set as of Septemeber 2

I have two guard nodes selected in torrc with EntryNodes and StrictNodes 1

The only IP addresses Tor is supposed to connect to are those two guards. As of today, when I start Tor, it connects to some other random guard and transfers about 22 packets

What is up with this? Someone please explain, thank you.
