Startup hang with OpenRC with 0.4.8.x (>=0.4.8.18)

We had a report downstream in Gentoo at https://bugs.gentoo.org/964340 of Tor hanging with UseBridges 1 on OpenRC systems (rather than systemd).

Looking at the changes between 0.4.8.18 (good) and 0.4.8.19 (bad), 93359ec7 seems like the only candidate.
