segfault and Round-off error in computing bandwidth

On tor26 on r10939:

Jul 27 03:05:49.897 [notice] We now have enough directory information to build circuits. Jul 27 03:06:23.138 [notice] Self-testing indicates your ORPort is reachable from the outside. Excellent. Publishing server descriptor. Jul 27 03:06:23.923 [notice] Tor has successfully opened a circuit. Looks like client functionality is working. Jul 27 03:06:27.332 [warn] smartlist_choose_by_bandwidth(): Bug: Round-off error in computing bandwidth had an effect on which router we chose. Please tell the developers.

[it also segfaults real soon after that, see bug legacy/trac#471 (moved)]
