0.2.2.35 doesn't cache microdescriptors

Looks like we broke something in maint so that we don't cache microdescriptors anymore, at least on fluxe3 I see 0-byte files in its datadir. Hrm.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
