Update torspec wrt transports in extra-info descriptors

legacy/trac#3589 (moved) specifies how pluggable transport information should be enlisted in extra-info descriptors. But it doesn't update the spec. This ticket is responsible for doing the spec part.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
