Make sure transparent proxies work with IPv6

I haven't yet had a chance to make sure that TransPort and NatdPort work with IPv6. We need to test that before 0.2.4.x releases. Looking at the code, I don't see anything that would stop them, but without testing, best to assume the worst.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
