"w" and "p" lines undocumented in dir-spec

Current tor authority server implementation returns a network status document (the consensus document, for example) in this format (random OR picked as example):

However, dir-spec only documents the "r", "s" and "v" lines, documentation should be added for "w" and "p" lines.
