Update spec with regards to 25-26 hours HSDir flag uptime that turned to 96 hours.

During the lizard attacks many dirauths changed `MinUptimeHidServDirectoryV2` to 96 hours from the previous 26 hours. We should probably update the spec and maybe also make it the new default?
