I significantly modified prop 210 while implementing legacy/trac#4483 and legacy/trac#15775. This ticket exists to remind us to edit and merge the latest branch for the proposal along with the code changes. It's at https://github.com/teor2345/torspec.git and the name is something like bootstrap-exponential-backoff-vN.
