Looks like relays started advertising "tunnelled-dir-server" in their descriptors: https://gitweb.torproject.org/tor.git/commit/?id=1ceb7142a131bd8706663d2b3c27d66a2dcb2a46 But there's no mention of that in dir-spec.txt. It's just `"tunnelled-dir-server"` without any arguments, right?
