Related to our investigation in: https://gitlab.torproject.org/tpo/network-health/team/-/issues/139 This is also tied to https://gitlab.torproject.org/tpo/core/tor/-/issues/40312 which will lower the Tor DNS timeout from 5 seconds to 1 seconds. This needs to be backported to 0.4.6 because it is creating a lot of confusion for relay operators and inaccurate warnings.
