I made the mistake of not creating a new ticket for the spec changes of legacy/trac#8929 and instead I just posted them in that same ticket. Unfortunately, they didn't get merged along with the tor.git changes. Nick, can you please merge branch `bug8929_take2` in `https://git.torproject.org/user/asn/torspec.git`. Thanks!
