torsocks needlessly depends on perl for test suite

The attached patch replaces the Perl tap driver by the shell-only automake tap driver, so that users need not have Perl installed in order to run the torsocks tests (nor do anything else with torsocks). This has the side effect of fixing an issue with out-of-tree builds, and reducing local actions in tests/Makefile.am.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
