Handling of multiple `EST_INTRO_DOS_EXT` parameters not defined

Reading rend-spec-v3.txt, section 3.1.1.1.

The spec doesn't say what we should do if there are multiple copies of the same parameter. And of course some of them might have invalid values. The spec ought to define the handling of these corner cases.
