Prop !354 (merged) is the part that's important to do for now to get CGO working. Moving the rest of this back to Icebox, though it should probably come up again.

For when I return to this:

The right solution here is to have INTRODUCE2 messages and RENDEZVOUS2 messages effectively contain the same stuff as CREATE/CREATE2 cells, including a handshake type. Proposal 346 provides the right way to advertise support for a new handshake system, as well as new kinds of handshake.
