Many hyperlinks from Specification into Proposals / many Proposals are partially specs

Linking from the Tor Specification to Proposals is (barring a few exceptional situations) improper. Specs should be self-contained and shouldn't need to refer to unratified stuff.

However, many of our actual deployed protocols are only documented in Proposals. In general, only a part of such a Proposal will have been implemented. So some of our Proposals contain a mixture of undeployed (and probably now obsolete) material, and essential descriptions of actual deployed code.

We should move descriptions of deployed stuff into the Spec proper. I am informed that this is a big task...

(In the future we should resist releasing into production code based on not formally specified protocols, which includes protocols which are only documented in drafts such as Proposals.)
