Specify rendezvous point behavior on RELAY_EARLY cells

We should specify that rendezvous points accept RELAY_EARLY cells, but pass them as RELAY cells to the attached circuit.

We should do this after #253, since it touches some of the same code. The affected file is rendezvous-protocol.md.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
