Clean up discussion of CERTS cell contents

We should make sure that the discussion of the CERTS cell is explicit about telling relays to send RSA-related certificates when those certs exits.

This will involve cross-reference to https://spec.torproject.org/cert-spec.html#list-cert-types, and making it explicit what is sent separately from how it is interpreted.
