Definition of bridges

The definition of a bridge is not very clear in the spec. See discussion here: !317 (comment 3128868)

The information there should be captured in the main body of the spec. And the text near the TODOs (referencing this ticket) in server-descriptor-format.md should be clarified so that the semantics and implications are clear.
