hsdesc: Write a proposal to compress inner layers.

Our inner hsdesc layers should be quite compressible, but in fact they don't get compressed at all: only the outer layer does.

We should figure out how we would safely migrate to a world where all the inner parts of hsdescs are compressed. This will need a proposal.
