Directory cache operation: Lack of compression algorithm used in dirauth downloads

Right now, the directory cache operation makes no specification on which compression algorithm should be used (if any) when downloading network documents from the authorities. There is also no description on what should be done if a certain (tried) compression algorithm is not served by the authority. Try a different algorithm or try a different authority?
