Create a static summary of the Tor Messenger statistics

Before deleting the Tor Messenger page from the website in legacy/trac#26030 (moved), we should produce a static summary of the Tor Messenger statistics that can continue to be available once we have removed the dynamic graphs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
