Consensus archive tarballs do not contain any consensuses produced at xx:30
When the dirauths have failed to produce a consensus for some period of time, they start trying to produce consensuses at half-hour intervals. They have done that at least twice since the beginning of 2011, but the consensus tarballs for that period do not contain any consensuses produced at xx:30.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
