Ensure that onionperf ignores measurements and timeouts, when no timeout is learned yet, while changing guards
Picking this up after today S61 meeting, related to tpo/core/tor#40157 (closed).
This is a good candidate for a filter implementation, which would exclude measurements corresponding to circuits that do not contain build_timeout/build_quantile.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
