Investigate metrics.torproject.org outages and fix them

Since 06/03/2021 we have metrics.torproject.org outages including the relay search. We should investigate what's actually going on an fix it.

It seems the problems are gone, thus there is nothing to investigate here. We continue setting up monitoring infrastructure, though, to be better prepared next time this issue is hitting us. Closing.
