update metrics.torproject.org

Are we automatically updating the timeline in metrics.torproject.org from the table in this repo? If not then who is regularly doing it?

Right now seems not be getting updated.

@irl knows how to do it, it's a very complicated process involving several steps.

The news is imported with this ant target:

Once a new WAR is built, it will need to be deployed to meronense (another manual process).

The importer does already look at a location on GitLab so shouldn't require any changes:

As another issue, this blog post should get merged into documentation either in the Timeline repository, or on the Metrics news page: https://blog.torproject.org/contribute-to-tor-metrics-timeline

This is a process I have sat with Karsten in-person and done twice, although it's not something I've ever done on my own. There have also been changes to the ant target since then to change the source to use the new git repository, and I don't know how complete the ant target is or how much helping along it will need.

I suspect that getting a metrics-web environment together and performing the update will take 2 weeks. Adding in documenting the process and deploying the new JAR/WAR, another 1 week for a total of 3 weeks. The environment setup documentation will be important for any future maintainer.
