bwauthealth is still not creating the bwfile relays properly

Similar to #2 (closed) bwauthealth has still problems creating bwfile relay numbers properly. E.g. two recent reports show 6206 and 4083 respectively while they should show 8412 and 8408 according to the bandwidth files.
