change moria1's IP address to 128.31.0.34

Because of analysis#10, henryi, the host that runs depictor, is unable to reach moria1's IP address.

As a workaround for the consensus health side, let's change depictor to think that moria1 is 128.31.0.34. Hopefully that will take care of the hourly warnings, even if the underlying "internet sucks, random companies quietly put blackhole rules on the backbone" problem remains.
