Add functionality to report issues directly (automatically) in Gitlab

For bad-relay hunting we should have the option to files tickets directly in Gitlab (bad-relay-reports repo) upon finding problematic relays. That helps to streamline our overall process of dealing with malicious relays and makes it faster, too.
