fallbackdir script requires newer stem version after system update and gitweb going away

We got an email today

Subject: [tor-consensus-health] Fallback Directory Summary (198/198, 100%)      

and the reasoning is a pile of

 * 861BCFDD148973985E7FE97C7455C9E4AC4E13BE => Unable to download from ORPort 443 (Circuit construction requires the cryptography module)

lines.

My guess is that this system got its bookworm update (tpo/tpa/team#41252 (closed)) and it needs some attention.
